Try this:

go to http://www.yahoo.com, that works fine
then go to http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/index.html#Install
You'll get a "Forbidden" message from the server

note, if you go to
http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/index.html, that works fine
and once on that page, if you go to
http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/index.html#Install, it does
the right thing.

but going to
http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/index.html#Install
directly from another page, you get the "Forbidden" message.

People have been able to install PSM from the page. Resolving as invalid.

verified.  I was able to install on windows and linux last night.
