318026 - Options don't display properly

After selecting: tools/options a "ghost" window pops over the browser window which  contains no info other then a horizontal line of text with: "General" "Privacy" "Content"  "Tabbed Browsing" (with and Icon over it) "Downloads" "Advanced"
At the botom are the standard "OK" and "Cancel" buttons  "Cancel" closes the ghost window

Steps to Reproduce:
1. Tools
2. Options
3.

Actual Results:

Probably a (very) incompatible theme is causing this.
