Allowing keywords to be dissabled on an individual basis would allow more flexible use of keyword management in a system where many keywords are used to categorize bugs in a large project.

Since it isn't always clear if particular descriptions should be entered as keywords or components I found myself switching between the two. At first I didn't use the components at all and stuck only to making keywords since they were not restricted to one per bug. This process became difficult when entering new bug reports because keywords are not available in a dropdown for quick access. The result is that we migrated all keywords that describe UI location to components and left keywords as a way of further describing bugs. 

I really long for a more unified description scheme for bugzilla that is more flexible (not as with one component per bug) yet simple however improving what is already here would also help a lot. In my case where I'm continually re-examining my previous decisions as far as keywords and components it would help dramatically to have the ability to dissable a given set of keywords so that they can just be completely ignored in the system unless they are again enabled.
keywords have gone out of style, the new thing is flags which whlie having more states and a more confusing ui can be disabled easily. (granted their ui is really ugly if you grow a lot of them as the Bugzilla product @bmo has done).
