In build 2000-03-13-14,

I clicked in a combobox and then used the down arrow key to get to the next
element.  While that worked fine, I also had the whole page scroll down by one
since the scrollbar also interpreted the down arrow at the same time.
This is not happening in the latest windows build. Marking workdforme.
