Details
For some reason, the bookmarks generated in the PDF files show up in Acrobat in the wrong location - they're showing up *AFTER* the title they represent rather than at (just above) the title they point to. There's no way for users to know if they clicked on the correct bookmark unless they scroll up to look at it. Typically, PDF documents point users to the top of the page or at least the top of the section where a particular link shows the title and the content referenced.

Unable to attach output due to size restrictions on uploads to server. PDF is 1.1MB in size.
