318758 - Few last minute fixes for Polish Thunderbird localization

AviaryPL team members discovered few little problems in Thunderbird localization, which I hope to fix quickly with your blessing ;-) 
They are all minimal, if not zero risk changes and I will describe each of them.

AccountManager.dtd:
Change sentence form from singular to plural (since you can configure many accounts settings here).

mime.properties:
Words "maksymalny" (maximal) and "kont" (accounts) shouldn't start with upper case + some stylistic changes.

start.dtd:
Forgot to change hardcoded program name here.

region.properties:
With this change Tb will drive users to release notes for Thunderbird version they are using instead of release notes for the newest version available.

This is a very low-risk patch, which fixes some highly visible errors, so we'd really like to have it checked-in for Tb 1.5.

The change in AccountManager.dtd also makes the wording more consistent with other parts of the UI.

Second patch, after discussion on #aviarypl. It adds changes to messenger.properties, required due to change in AccountManager.dtd plus it adds some other wording fixes in order to be consintant with the rest of the UI (there's no longer Work Online in File menu and it's submenus).
