Clicking on the help button under Tools>Options>Privacy>Security>Revocation Lists does not display any help information. Click the button doesn't appear to have any affect at all.

Steps to Reproduce:
1. Browse to Tools>Options>Privacy>Security>Revocation Lists
2. Click the help button on the Manage CRLs window
3.

Actual Results:  
Nothing happens

Expected Results:  
Help file/web page should open
Still not activated in 1.5.0.4
