New POP account doesn't show up its default folders.

Steps:
1. Create a new *POP* Account. 
2. In the 3-Pane window only the root folder show up. All the default subfolders 
(Inbox, Trash,.....) doesn't show up. 

Build and Platform: Windows debug build pulled aroung 5.00 pm today.

Additional info: IMAP looks fine to me.

Just an Additional info: I can see this on 2000-03-14-12-M15 release builds 
also. 
Reassign to putterman. Scott, can you investigate?
