319034 - Should not support EUDC on Japanese document with default settings

Description

The EUDC(End User Defined Character) should not be used on global web site. Therefore, we should not support EUDC by default setting for suppressing bug 311378. But some Japanese companeies might be using EUDC on them intreanet application. We should support EUDC with optional.

I propose this patch. But this cares only at Shift_JIS.
I don't know how to care at other charsets.

This patch is alternative way. But this is only transforming on Japanese document. So, it's not including status bar...
We cannot this way for the suppressing bug 311378.

We are discussing in bugzilla-jp for suppressing bug 311378 in many cases.
We may have better ways...

We don't need to fix this bug.
Because we don't have perfomance problem is fixed by bug 311378.
I'm closing this bug.
