When launching firefox, the mouse cursor does not change to a busy cursor.  Also,  when opening a new firefox window it is opened behind all other windows. Firefox on Linux should support startup-notification.

Reproducible: Always

Steps to Reproduce:
1.  Launch firefox

Actual Results:  
No busy cursor

Expected Results:  
Busy cursor
