cannot drop a tab to tab bar in another navigator from tab in 1st navigator

Reproducible: Always

Steps to Reproduce:
1. open web pages on navigator
2. open new navigator
3. drag a tab, to tab bar in new navigator from 1st navigator


Actual Results:  
can not drop a tab

Expected Results:  
can drop a tab and open web page.
