User-Agent: Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1; SV1) Build Identifier: Bugzilla 2.20 In bugzilla versions prior to 2.20, there was a parameter called "enablequips" that allowed you to disable quips completely. version 2.20 has replaced the parameter with one called "quip_list_entry_control" that essentially contains the same options, but it doesn't give you the choice of turning quips off. Reproducible: Always Steps to Reproduce: 1. Perfrom any Search in bugzilla. A quip will appear at the top of the Search Results table 2. 3. Actual Results: A quip appears at the top of the Search results, even if the quip table is empty. If the table is empty, it says "Bugzilla would like to place a quip here, but ..." Expected Results: no quips shown if given a way to turn them off. The "quip_list_entry_control" parameter should have an "off" option.
Use the new User Preference "Show a quip at the top of each bug list" to set this now. editsettings.cgi allows setting this sitewide and userprefs.cgi?tab=settings allows individiaul users set this as they see fit (if allowed by the sitewide setting).

Thanks. That did the trick. Suggest the Bugzilla Guide be modified to clarify this update to how quips work. Obviously, the description in the latest guide is now incorrect. From: The Bugzilla Guide - 2.21.1 Development Release The Bugzilla Team 2005-09-30 "Quips are controlled by the enablequips parameter. It has several possible values: on, approved, frozen or off. In order to enable quips approval you need to set this parameter to "approved". In this way, users are free to submit quips for addition but an administrator must explicitly approve them before they are actually used."
