Italian version of 1.5 release:  "allow sites to install software" feature has no influences, it's set on NOT ALLOWING in any condition of the check box.

Reproducible: Always

Steps to Reproduce:
1. install italian version on windows XP SP1
2. try to download a theme
3.




have to reinstall the good ol' 1.0.4!!:((((
