Details
If I upload an attachment to Bugzilla and set a request flag to "+", I generally am carrying over a request from a previous attachment. In these cases I do not want to receive "request granted" email because in this specific situation there was never a request to grant, and the granting is sort of meaningless anyway if requests are typically supposed to be made of other people. This problem manifested itself when I uploaded attachment 205660 [details] [diff] [review] to bug 318276; it seems very likely that this behavior started with the b.m.o upgrade of a couple months ago.
