32016 - Address Book reverses sort order when picking a new column

The address book sort behavior is broken.  When a new column is selected it is 
reversing the sort order from the order that the previous column was sorted by.  
What it should do is default to ascending order on a new column sort.

Fix checked in.  When a new sort column is picked it will now default to 
ascending order (a,b,c,d).  It used to reverse the order each time a column was 
selected.

Reopen for win98 only.   The ascending/descending sort for windows, will pick up 
the last selected sort order for ascending/descending, which is the way 4.7 
sorts on all platforms, but is not the way it should work as stated in this bug. 
Example:  Change any column sort to a descending sort (using either the click of 
the header column or the menu item), click on a different column header and the 
sort order of descending will be applied to the newly chosen column.   Paul's 
fix to default to Ascending order when a new column is selected is a new 
behavior for 5.0.  I could not find a spec that states what the expected 
behavior is.

If we are going to go with defaulting to Ascending, then win98 is still broken. 
If we are going to go with the way 4.7 worked, then linux and mac are broken.

For 4.7 the default behavior for the AB is to pick up 
the last selected sort order for ascending/descending.  But for MAIL, the 
default is to always sort by ascending when a new column is picked.  I think 
this is the correct behavior. (And Mail and AB should be consistent, but thats 
another issue!)

When the user clicks on a new column, it should always sort by ascending order 
first.
