32027 - POP only: new thread does not appear when biff icon shows up

Description

Linux (2000-2000-03-15-12-nb1b) 
Steps:
1. Launch Messenger using -mail option
2. Click on Get Msg to load all new message, mark them all As Read, and make
sure no "unread" message exists and no biff icon exists.
3. Set biff for 1 minute "Check for New Mail for 1 minute"
4. Send a new message to this POP account
5. After a 1 minute, I see the biff green arrow appears in the Inbox icon..

Actual result:  In Nova, the new message thread automatically shows up in the
Thread pane. But in seamonkey, No new message thread appears. I have to click on
the Get Msg icon to force it to show up.

Also, in IMAP, the new message thread automatically appears in the Thread pane
in seamonkey.

Expected result: I expect the new message thread automatically shows up in the
Thread pane like IMAP in seamonkey and Nova. 

This problem occurs in POP only.

Will need to test Mac and Win32 builds both in Beta and trunk builds.
