After you do what I described for the bug #320598, if you try compose new message, there are two Format menus are created, and one is a ghost and the other one is dimmed.

Reproducible: Always

Steps to Reproduce:
1. Try forwarding an HTML email
2. Change its format to Text-Only
3. You will see that Option menu is not available sometimes.
4. Then close the window
5. Try writing new email
6. See if there are two format menu

Actual Results:  
Two format menus

Expected Results:  
There should be one Format menu, and you should be able to choose menu items under "Format"

bug #320598 is related to this bug somehow

Mine is version 1.6a1 (20051226), and it doesn't work.

It seems to happen more with its Macintosh version.
I use version 1.5.0.7 (20060907), which is a Windows version also, and it doesn't seem to have this problem.
I'll confirm this based on the dupe and the consistent reporting; I'm not using a Mac myself.
