320849 - Select with :focus applied in style needs 3 clicks before dropping down

A select tag with a style that includes :focus {background-color:#eef;} does not drop down on the first or second time it is clicked on.  On the third time, and subsequent times (until the page is reloaded) it does.  In <http://www.richholmes.net/selectfocus.html> the first select ("Good") has no style applied, and drops down on the first click; the second ("Bad") has the above style applied, and does not drop down on the first two clicks.


Reproducible: Always

Steps to Reproduce:
1. Click on the "Bad" select.
2. Click on the "Bad" select.
3. Click on the "Bad" select.

Actual Results:  
1. Gains focus, nothing drops down.
2. Nothing.
3. Select list drops down.


Expected Results:  
1. Gains focus, select list drops down.
2. Select list drops down.
3. Select list drops down.

This is *not* a duplicate of bug 149981, which required a strange prefs setting to manifest itself.  I see this in both Linux version of Mozilla 1.7.12 and Linux version of recent Firefox with no such prefs setting.

However, it *does* seem to be a duplicate of bug 163503, as is bug 250180.  Specifically (since the discussion of bug 163503 actually seems to conflate two or more bugs) the bug mentioned in case 2 (:focus) of item 1 of comment #50.

For tracking purposes I am reopening this bug with the request that it be marked as a duplicate of 163503.

I note that this bug was reported over three years ago.  It's still here.
