underline on hover fails with certain font sizes / line heights

Underlining links on hover does not work with the default font-size for courier/monospace fonts when line-height is set to a value that is not dividable by 50 (if set in %) or by 0.5 (if set in em). It does work when I change the font-size in my broweser using Ctrl ++ or Ctrl -.
