Definitely not. This is fresh seamonkey 1.0b installation. So these two have maybe identical cause but for different products.

It seems SeaMonkey 1.0b shipped without Talkback, see bug 243575 comment 13 and bug 320433.
OK, then something's wrong with linux installer anyway, as windows installation does not exhibits this problem.
windows just ignores the fact that talkback installation fails (it still shows up in the log, it just doesn't inform the user in the GUI). *** This bug has been marked as a duplicate of 320433 ***
