In Seamonkey 1.0alpha, Mozilla 1.7, Mozilla 1.6 and so on... the mouse wheel worked for me. However, in Seamonkey 1.0beta, if I try to use the mouse wheel -> it has no effect!
The mouse is a Logitech Click! Optical mouse
However, if I click on the mouse wheel it works like clicking the mouse middle button and the panning icon is shown, making possible to pan the page if I have the mouse wheel pressed and I move the mouse. In all the other applications, the mouse wheel works as expected.
Summarizing: now the mouse wheel no longer works if tried the simple way.

Steps to Reproduce:
1. Install Seamonkey 1.0beta
2. Try to use the mouse wheel, "spinning" the wheel.
3. See it has no effect

I'm using an old Logitech WheelMouse1(PS/2) driver version 8.02.543
Rortating the wheel this page scrolls up/down, clicking the wheel a panning icon is shown in the center, clicking again it is hidden. While the panning icon is shown, moving the mouse moves the page. Please check your Mousewheel settings ion preferences.
I didn't install Seamonkey, I unzipped a zip build into a new, empty directory.
Edit->Preferences->Advanced->MouseWheel:
No modifier key:
Vertical Scrolling: Scroll the document by 1 lines
[ ] Use system default
Horizontal Scrolling: Scroll the document by (1) (grayed out)
[x] Use system default
I have visited Edit->Preferences->Advanced->MouseWheel, and it was configurated like Hermann Schwab indicated.
I didn't install a mouse driver. However, the wheel works perfectly in every program but Seamonkey (which makes me suspect).
I've tried it in another computer, with the same mouse, and also without a mouse driver installed. There the mouse wheel works flawlessly, so you can mark this bug as WFM (though in my computer Seamonkey 1.0a worked with the mouse wheel and Seamonkey 1.0b no).
Maybe it happens to another computers. Anyway, my computer is available to perform the experiments you need.

Is your mouse working normally, you can move the mouse cursor around, right-click, left-click, middle-click with the scroll wheel, but the only command not working is 'rotating' the scroll wheel?
Change in preferences the use of the scrollwheel to "Make the text larger or smaller", does that work? The change back and test again if the scroll wheel will scroll your page up or down.
Uncheck both boxes 'Use system default', does that help?

I've tried all the experiments Hermann suggested but the results are the same (at least in one computer the mouse wheel works as expected).

After reinstalling all the system, the mouse wheel works :-(
