321160 - distinction and definition of active and requestable are lack clarity - they are amazingly unclear

[ ] active (flags of this type appear in the UI and can be set)
[ ] requestable (users can ask for flags of this type to be set)

this means absolutely nothing to me each time i look at the editflagtypes. and i do this fairly often.

the extra verbage doesn't provide any clarity, just stuff to read and fail to comprehend.

if we're using +,-,? then the things should say

[ ] active (allow people to mark flags e.g. with + and - to indicate approval/rejection)
[ ] requestable (allow people to also mark flags with ? to indicate request for concurrence)

Sounds like a decent suggestion, except anybody who implements this definitely shouldn't use the word "concurrence."
