I would like to suggest to add the choice of encoding in the right click menu

Reproducible: Always

Steps to Reproduce:
1. Just right click on the web
Actual Results:  
No encoding choice appears

Expected Results:  
I can choose the encoding in the menu
This isn't a feature most users need, the context menu is cluttered enough as it is, and it's relatively easy to access already.
There is an extension for this function, Right Encoding, at https://addons.mozilla.org/
