Bugzilla always forgets me if my IP changes, even if I uncheck "Restrict this session to this IP address"

Whenever I get a new IP address after having been disconnected from the Internet, Bugzilla logs me out, even if I had unchecked "Restrict this session to this IP address"

Note: In Firefox, under Tools -> Options -> Security -> Cookies -> Exceptions, I have "Allow" for bugzilla.mozilla.org

Reproducible: Always

Steps to Reproduce:
1. Log in to Bugzilla from an Internet connection with dynamic (DHCP) addressing. Don't forget to clear the checkbox "Restrict this session to this IP address".
2. Disconnect from and reconnect to the Internet.
3. Go to the any page on the bugzilla.mozilla.org site; if your browser was already there, refresh the page.

Actual Results:  
Logged out from Bugzilla: it says "Log in" rather than "Log out username@domain.tld".

Expected Results:  
Since the session was supposedly not restricted to a single IP, we should still be logged in to Bugzilla.

Maybe, maybe not; see bug 179770 comment #37

If the answer to the question asked in that comment is yes, then this bug is a dupe of that one, otherwise it isn't. If it is, then IMHO the summary of bug 179770 should be made more explicit.
