Have you verified if C:\Program Files\Mozilla Firefox\res\hiddenWindow.html really doesn't exist? And if you delete the install folder and install Firefox once again? Have you configured your firewall to let Firefox through?
The problem appears to be that in this 1.8b2 version of Mozilla (Mozilla 1.8b2 Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050702) the hiddenWindow.html file is missing from: C:\Program Files\Common Files\mozilla.org\GRE\1.8b2_2005070205\res when I put a copy of the file taken from C:\Program Files\mozilla.org\Mozilla\res into the directory mentioned above, the 'can't find' message goes away. I'm not sure this problem is classified correctly..
Reporter, do you still see this problem with Firefox 188.8.131.52? If not, can you please close this bug as WORKSFORME. Thanks!
