321748 - watch addresses are inconsistently placed in owner or QAContact

The dummy addresses used for watching a component are inconsistently placed in either the owner or QAContact fields.  I believe that in the last bugzilla reorganization discussions it was determined that we should use the QAContact field for these watcher addresses.  If this is in fact the case, the default assignees/QAContacts should progress towards this state.

Making this more consistent would be quite helpful, since it would make the presence of (exactly) "X-Bugzilla-Reason: QAContact" a reliable marker that bugmail is received only because of a watched address.  This could be used to filter into a lower-priority folder.

marcia is now the default assignee for Bugzilla: Keywords & Components.

This is not as important given that the new bugzilla (which we upgraded to around Christmas) separates X-Bugzilla-Reason and X-Bugzilla-Watch-Reason.  It would still be nice to be consistent, though.  (The message for bugs assigned to nobody might be useful sometimes.)
