According to CSS2, borders should have no effect on rows in the separated borders model. However, while they are not being drawn, they _are_ currently being taken into account. This can be seen in this minimalist test case: http://www.bath.ac.uk/%7Epy8ieh/m/table-separated-row-borders.html cc'ing David, table border models guru, lest I have misread the spec.
