32190 - Borders should have no effect on rows in the separated borders model

According to CSS2, borders should have no effect on rows in the separated 
borders model. However, while they are not being drawn, they _are_ currently
being taken into account. This can be seen in this minimalist test case:

This is causing problems on
http://www.people.fas.harvard.edu/~dbaron/css/test/sec170201 now that I added
borders to it.

I'm not seeing the problem on the url and although dbaron's case still has some 
problems, I'm not sure if they are related. Marking worksforme.
