Even if a page element should appear *above* the scrolling element (via z-index), the scrollbar is rendered atop the element. This is especially noticable on an application I am developing where an element needs to be dragged around onscreen. Even though it is a direct child of the document element and has a z-index of 100,000, the scrollbars of nested <div> elements occlude the object as it is being dragged. Reproducible: Always
