nsetup32.exe crashes (CD Autorun) on Default config's build

Steps to Reproduce:
1. Install CCK
2. Launch CCK 
3. Select Default configuration
4. Do not make any changes to default settings
5. Build Default configuration build
6. Go to cck\CCKtool\configs\Default\Output\
7. Run Setup.exe

Results:

nsetup32.exe application error occurs.  I have attached the Stack Dump.
This is caused by the Default not providing a valid Caption for the rshell- if 
there is no value in that key -nsetup32.exe crashes. The installer will have to 
handle the cases when no value is provided.

This poses a problem if users, hypothetically, leave the CCK customizable CD 
Autorun Shell options blank.  We then re-write the rshell.ini assigning these 
keys with blank values.
As I mentioned in the comments earlier - I plan to have the install builder 
handle those cases where no value has been written.
Here's a solution for Beta1 (per Bijal)

Default config and New configs need to force CD Autorun to state "Netscape by" 
in the titlebar and as the text on the autorun screen.
