Open http://ubuntuguide.org/#restoregrubmenuafterwindowsinstallation then find the "How to use Ubuntu Installation CD, to gain root user access?" link and open that in a new tab. Switch to the new tab, notice that a large grey box takes up most of the screen. Reloading the page or scrolling a bit gets rid of the box. I can reproduce in SeaMonkey 1.0b, can't reproduce on a trunk Firefox. I am not sure what is happening so I did not want to file this in the wrong core component.

I'm not quite able to reproduce this with a debug build.. The grey box appears after scrolling to the anchor but then quickly disappears. I guess this could benefit from a reduced testcase. I am able to reproduce consistently with that page saved locally but I wasn't able to reduce it and still see the bug.

And I forgot to mention that I see the bug every time the URL is loaded, new tab or not.
I can see the issue too. What might be interesting, when you see the grey box in the page, you can see the text in the black boxes and dashed border boxes in the content before the grey box, but you can't see any text rendered in the black boxes and dashed border boxes in the content after the grey box. I don't get the bug when removing all the overflow:auto css rules in the stylesheet (it also speeds up the page loading considerably, by the way).
