Traffic isn't stopped because when I remove focus from the menu Firefox immediately displays the new website. Reproducible: Always

I don't see how this bug is a duplicate of 141710. I am not holding my mouse button down, I'm clicking on the menu. It's not that I'm noticing a spike to 100% so much as I'm noticing that Firefox will not show the new page until I click somewhere other than the menu.

Oh, forget it, I thought you meant that there was a hang. Yes, we do block (mostly) while a system tracking loop is running for a menu or scrollbar. Setting qawanted so a friendly triage-minded person can dupe this to the appropriate bug.

Click-and-hold uses 100% cpu, and blocks most UI-activities.
