User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8) Gecko/20051111 Firefox/1.5
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8) Gecko/20051111 Firefox/1.5

The horizontal scroll bar does not consider right margins and padding as content, and will not allow you to scroll beyond the furthest non-padding/margin content.

Reproducible: Always

Steps to Reproduce:
1.
2.
3.
It doesn't make sense for the scroll to ignore a portion of CSS code. The bug will appear whether the 'padding' or 'margin' CSS shorthand is used, or 'margin-right' and 'padding-right'.
Confirmed with Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; en-US; rv:1.9a1) Gecko/20060103 Firefox/1.6a1

I've been vaguely aware of this bug for a long time, and I'm surprised that I can't find another bug report about this bug.
