It doesn't make sense for the scroll to ignore a portion of CSS code. The bug will appear whether the 'padding' or 'margin' CSS shorthand is used, or 'margin-right' and 'padding-right'.

Confirmed with Mozilla/5.0 (Macintosh; U; PPC Mac OS X Mach-O; en-US; rv:1.9a1) Gecko/20060103 Firefox/1.6a1 I've been vaguely aware of this bug for a long time, and I'm surprised that I can't find another bug report about this bug.
