It doesn't work for me, either. Linux 2000041311 build.
Enable cache. Go to a page which contains links. Click on a link and wait for
the page to load. Now go back, and click on the same link again. The page
downloads again. This is easy to see if you use large pages with a slow modem
connection; just watch those modems lights!!
Expected behaviour: second and subsequent accesses to the same page should be
retrieved from the cache.
Observed behaviour: disk cache appears to be written, but never read.
I'm marking this as a confirmed bug. Hope I don't get my wrist slapped.

I am marking invalid since the cache was not enabled in 3-17 build. I have seen
the data retrieved from the cache from certain pages on all 3 platforms.

HUH?????
I am using 4/13 M15 code. That's about as current as M15 gets unless you want
some BeOS-specific checkins.

I think he was refering to the original reporters entry date. You might want to
try downloading the latest build, cache has been working for a while now.
