To add xpi support for Seamonkey, the UUID of Seamonkey should be added to install.rdf.
As of now the xpi does install on Seamonkey 1.0b even though there is no section covering Seamonkey support in the install.rdf file so I guess it's still using the install.js method, but at least this will be a requirement for future releases.

This patch adds Seamonkey to install.rdf, I'm not sure about what versions to support in the .rdf, so I did as it is stated in https://addons.mozilla.org/faq.php
