323563 - "Mail Transport Config" is a confusing name for a params section

Instead of "Mail Transport Config," let's just call it "Email." That would make a lot more sense.

I think this change is not enough. The menu is more or less ordered alphabetically (at least for the english version, but I guess there will soon be a bug asking to make the menu order customisable per language), keeping "Required Settings" at the top because it has... required settings and should be visited first. So maybe should we have the following sequence:

Dependency Graphs
Email
Group Security
LDAP
Localization


This implies changing $Bugzilla::Config::MTA::sortkey = "10"; in Bugzilla/Config/MTA.pm. This may involve the sortkey of some other .pm files too.

Email's too broad, but until we get other stuff to require distinguishing it (like inbound email) I guess it'll do. :)  We'll cross that bridge when we come to it.
