32417 - 3.18 Win98 Branch build Sidebar paint problem

Just installed 3.18 Win98 branch commercial build. Here is the problem.

1. launch browser
2. open sidebar
3. minimize browser window
4. max browser window by clicking on window icon in task menu
5. now the area right above the top sidebar panel bleed the underlying layer,
like the desktop.
5. bring another window over the top and move it away then it goes back to
normal.  But every time you minimize, it bleeds through. I'll attached a good
and bad screen shot showing the problem.

this is a dup, workaround is use winNT ;-)
