Hi

Scrolling this web page does not always reach the end of the page and will stop in between and the scrollbars are not in proportion to the page length

Reproducible: Always

Steps to Reproduce:
1. Open URL
2. Try scrolling down
3. will get stuck inbetween

Actual Results:  
Did not scroll to the end of page

Expected Results:  
Scroll to the end of page

the main frame's BODY tag has style="overflow-y:hidden" so it's asking to not have a scrollbar and Gecko gives it what it asks for.  This was fixed in bug 72747

INCOMPLETE due to lack of activity since the end of 2009.

If someone is willing to investigate the issues raised in this bug to determine whether they still exist, *and* work with the site in question to fix any existing issues, please feel free to re-open and assign to yourself.
