It seems that users can confirm a bug due to "popular vote" by giving a bug 10 votes of his/her own stash. This is annoying, as users can confirm bugs that might not be bugs at all. Back when users could only give a bug 1 vote or so, this worked fine, but with 10 votes per bug per user, it does not work well at all. Can this be changed so a user can't confirm a bug this way (unless multiple people have voted on it, etc.)?
The general solution to this has been to bump up the "votes to confirm" threshold to something insane enough that it will never actually be reached (see bug 314256). It should certainly be larger than the "votes per user" number, though I'd say the fact that a bug can be confirmed by one person's votes is a non-b.m.o specific Bugzilla bug.
