It is not a import function, it is a common folder where the data is and I can decide in the option panel where the folder should be. Reproducible: Always

I consider it incredibly unlikely that we'll be able to sync bookmarks/history between seamonkey, especially once the new sqllite-backed system gets turned on.

This is not about sync, this i about using/sharing the same files.

It's fair to say this isn't going to happen with respect to Thunderbird. Likely true of Seamonkey as well.
