I assume it is simply a configuration issue for Product=Core; unspecified does appear on the Version menu for other Products. I don't know what the default Version for Product=Core is; the omission was noticed when a bug filed under a different Product, with Version=unspecified, was changed to Product=Core. I don't see "unspecified" as a choice when crating a new core bug. (But unspecified is a choice for other products.)
