Some characters (e.g. "’") appear as a question mark on the reporter website.

Reproducible: Always

Steps to Reproduce:
1.Report a broken website.
2.Include a special character like "’" in the summary (on Windows, this can be produced by holding ALT while pressing 0 1 4 6 on the number keypad).
3.Take note of the Report ID.
4.Look up the report on reporter.mozilla.org
Actual Results:  
I saw a question mark where the special character should have been.

Expected Results:  
I should have seen the special character (I used "’").

This is a server side bug, which has been resolved in the new version, but not yet deployed.
