When you see view source in no meta charset page, the page is not displayed 
correctly.  Character coding for view source window will set back to Western 
(ISO-8859-1).

Steps of reproduce
1. Go to above URL
2. Select menu View|Character coding -> Multibyte-> Japanese(EUC-JP)
3. Select menu View|Page Source
Notice that Japanese characters are displayed as garbage.

If you look at View|Character coding menu in the Page source window, the 
Western(ISO-8859-1) is marked.

Tested 2000032006 M15 nblb Win32, Mac, and Linux build.

Cata, ftang, bobj I'm closing this based on my fix in the browser instance 
proxy object. We might need to change over to Cata's new design once he is 
finished. Please keep it mind during regression that "the ground is shifting" 
underneath this feature...
