Image attachments no longer view inline in mail and news, only as an attachment

Actual Results:  Image attachment is received as an attachment instead of inline

Expected Results:  View image inline that is supposed to be INLINE
I thought everything was viewed inline now...hmm...rich?

I know this works and I've just tested it again on my local build. There was a
period of time where images were broken yesterday, but I know that we display
more stuff inline with SeaMonkey than we ever did with 4.x.
