Details

All servers speed up if the person downloading can download faster. They all 
take a little while to do so. Your server took too long to speed up. It was 
only speeding up about 2K per second or thereabouts. By the time I was finished 
it had only reached 80K/s. My computer is capable of 500K/s or more depending 
on my LAN traffic. It should have reached at least 300K/s in less than ten 
seconds.
When there are in average 100-200 simultaneous downloads things just don't work 
as you describe.
