As a genaral rule, "Preferences..." is usually a menu option under the menu with the application name (in this case "SeaMonkey"), and i believe that for consistencies sake "Mail & Newsgroups account settings" should also be there.
In other platforms (Some Unices i've used, Linux, Windows) both menu options apear under "Edit", but on the Mac, they're split between "SeaMonkey" and "Edit", which can be rather confusing. I've moved to mac recently, after years using windows, unix and linux, and it took me some time and a carefull reading of all menus to realize that "Mail & Newsgroups account settings" was still under "Edit", instead of under "SeaMonkey" which is where i was expecting it to be.

Steps to Reproduce:
1.Open "edit" on seamonkey running in a windows or linux box
2.Compare to "edit" and "SeaMonkey" menus on the mac
Actual Results:
The two options are split between the menus, instead of being in the same one, as should be expected
Expected Results:
Both entries on the same menu, preferably under "SeaMonkey", which is where mac apps usually put the "preferences" entry
