RTL text using cairo-win32 builds is displayed LTR.

It should show up RTL.

This pushes the RTL flag to the textrun and should be set before measuring or drawing text.

ignore the unused:
+    nsString mName;
in gfxWindowsFont.  I'm removing that and putting it in a seperate patch.
