This shouldn't be an enhancement, it's really a bug/regression. The Bookmarks > Manage Bookmarks command has become what View > Sidebar > Bookmarks used to be. View > Sidebar is now broken, and doesn't show anything.

There's are good reasons to have Manage Bookmarks open a new window, and to leave View > Sidebar > Bookmarks the way it was. I, personally, always leave the Manage Bookmarks window open, off to one side, and I open bookmarked locations that way throughout the day. 

I suggest restoring the original Manage Bookmarks functionality, and change this bug from Enhancement to something a little more accurate.

This is almost working. There's now an Organize Bookmarks command that opens a separate Places window with the bookmarks in it. (There's no way to get rid of the tree and search field in the left side of the window, but that's another gripe for another day.)

However, when the Places window is open *by itself* (i.e., all browser windows are closed), double-clicking a bookmark won't open it, nor will right-click > Open in New Window or right-click > Open in New Tab.

Is that a new bug, or is that a continuation of this bug?
Guess the lack of response answered my question for me, so I've opened a new bug number 330260 to cover the failures in opening bookmarks from the Places window if no browser is open.
Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
