Using the following builds:

Win32: 2000-03-15-06-m15-nb1b 
Mac: 2000-03-17-15-M15-nb1b 
Linux: 2000-03-17-16-m15-nb1b 

Open the attached XML file. The document uses HTML namespace with the BLCOKQUOTE 
element.

Expected result: Per the html.css file, blockquote should have 40px right and 
left margins.

Actual result: There is no right margin. The text does not wrap.
