When at the folder lie the new letters, the floating up tooltip with
the list of letters, which reports about addressee and theme of new
letter, incorrectly represents list. Coding the titles of
communications will not recognize.

Reproducible: Always

Steps to Reproduce:
1. We obtain the mail.
2. Is applied cursor to the folder with the new letters.
3. We obtain prompt with the bad encoding lines.

Confirming this bug and raising severity.
It makes "tooltips for new mail" much less useful for users, using cyrillic encodings.
Screenshot and source of mail will be attached in moment.

Tooltip for this letter. As you can see, subject of mail in tooltip is looking good, but rest of tooltip are looking garbled.
