sice we don't register each individual file into version registry, a lot of 
API's regname & version parameters don't make sense anymore.
Target Milestone: --- → M16
M16 has been out for a while now, these bugs target milestones need to be 
updated.
Putting on nsbeta3 nominee keyword per todays beta2 XP Install review.
